In round figures, it appropriated $205,000,000 in General Funds,
$148,000,000 in Special Funds, and $95,000,000 in Federal Funds.

Among the controversial measures that failed of enactment were
bills to increase the minimum schedule of salary payments for public
school teachers and to provide a salary increase for State employees.
Bills dealing with the censorship of motion pictures, including authority
to forbid the attendance of minors at designated motion pictures, re-
ceived long consideration but finally failed.

In an unusual legislative development, the Baltimore City Delegation
held a long two-day hearing concerning charges preferred by a
member of the General Assembly against the Police Commissioner of
Baltimore City. Several weeks later, following adjournment of the
General Assembly, these charges against the Police Commissioner
were considered by the Governor.

Early in the 1959 Session, there was considerable sentiment for a
proposed Constitutional amendment to make a change in the present
alternate 30- and 90-day sessions of the Legislature. Perhaps the most
favored substitute plan provided for a 60-day session each year, with
no restriction upon subject matter to be considered at any session.
However, no proposal was approved.
