Attorneys General (1777-  )

The office of attorney general was established by the Constitution of 1776 (sec. 48). The attorney general was appointed by the governor with the advice and consent of the Governor's Council. The office was briefly abolished by constitutional amendment in 1818 (Acts of 1816, ch. 247; confirmed by Acts of 1817, ch. 69). The General Assembly reestablished the office by the end of the same session (Acts of 1817, ch. 146). By 1851, the attorney general's duties were fulfilled by the state's attorney (Md. Const. 1851, Art. 5, sec. 3).

The Constitution of 1864 (Art. 5, sec. 1) reestablished the office of the attorney general. The attorney general was elected by the voters of the state for a four-year term. To be eligible for office, the attorney general was required to have resided and practiced law in the state for seven years. The 1867 Constitution (Art. 5, sec. 4) lengthened the residency and law practice requirements to ten years.

Republican of Harford County and Baltimore City.  Born in Annapolis, March 17, 1764.  Son of Jonathan Pinkney and wife Ann Rind.  Married Anna Maria Rodgers.  Died in Washington, D.C., February 25, 1822.  Buried in Congressional Cemetery, Washington, D.C.

Of Frederick County and Washington County.  Born in Chopawamsic, Virginia, March 15, 1765.  Son of Thomson Mason and wife Mary King Barnes.  Episcopalian.  Married Elizabeth Beltzhoover.  Died in Washington County, December 10, 1824.

Of Anne Arundel County and Prince George's County.  Born September 12, 1770.  Son of Robert Johnson and wife Anne.  Married Deborah Ghiselin.  Died in Hancock, Washington County, July 1824.

Republican of Harford County and Baltimore City.  Born in Carlisle, Pennsylvania, 1764.  Son of John Montgomery.  Married (1) Mary Hanes; (2) Maria Nicholson.  Died in Baltimore City, July 17, 1828.  Monument in Mt. Carmel Methodist Church Cemetery, Emmorton, Harford County.

Of Howard County. Born in Anne Arundel County, October 17, 1780.  Son of John Worthington Dorsey and wife Comfort Worthington.  Married Milcah Goodwin.  Died December 26, 1855.  Buried in St. John's Churchyard, Ellicott City, Howard County.

Of Harford County and Baltimore City.  Born September 22, 1772.  Son of Captain Thomas Kell and wife Aliceanna Bond.  Married Mary Ann Goldsmith.  Died March 8, 1846.

Federalist; Democrat of Calvert County, Frederick County and Baltimore City.  Born in Calvert County, March 17, 1777.  Son of Michael Taney and wife Monica Brooke.  Roman Catholic.  Married Anne Phoebe Charlton Key.  Died in Washington, D.C., October 12, 1864.  Buried in Frederick.

Federalist of Dorchester County.  Born in Somerset County, October 31, 1769.  Married (1) Leah Lockerman; (2) Anne Hack Waters Robinson. Died in Cambridge, August 15, 1846.  Buried in Christ Protestant Episcopal Church Cemetery, Cambridge, Dorchester County.

Of Baltimore City.  Born in Worcester County, c. 1803.  Episcopalian.  Died in Baltimore City, February 10, 1851.  Buried in St. Paul's Episcopal Church burying ground, Baltimore City.

Whig; Democrat of Baltimore City.  Born in Louisiana in 1811.  Son of William Leigh Brent and wife Maria Fenwick.  Married Matilda Lawrence. Died in Baltimore City, February 4, 1872.
13. 1865-1867 Alexander Randall -
Whig; Unionist; Republican of Anne Arundel County.  Born in Annapolis, January 3, 1803.  Son of John Randall and wife Deborah Knapp. Episcopalian. Married (1) Catharine Wirt; (2) Elizabeth Philpot Blanchard.  Died in Annapolis, November 21, 1881.  Interred in St. Anne's Cemetery, Annapolis.
14. 1867-1871 Isaac Dashiell Jones -
Whig; Democrat of Somerset County and Baltimore City.  Born at "Wetcpquin," Somerset County, now Wicomico County, November 1, 1806.  Son of Benjamin Jones and wife Priscilla. Presbyterian.  Married Eliza Hays.  Died in Baltimore City, July 5, 1893.  Interred in Green Mount Cemetery, Baltimore City.

Whig; American; Democrat of Washington County.  Born March 11, 1828 in Berkeley County, West Virginia.  Son of Daniel Syester and wife Sarah Moudy.  Methodist Episcopal.  Married Catharine G. Harry.  Died in Hagerstown, Washington County, March 25, 1891.  Buried in Rose Hill Cemetery, Hagerstown.

Democrat of Baltimore City.  Born in Baltimore City, October 21, 1822.  Episcopalian.  Married Matilda Elizabeth Bowie Johnson.  Died in Baltimore City, February 11, 1894.

1 Following reestablishment of the office of Attorney General, Martin received a commission from the Governor and Council on February 10, 1818.
2 During the physical incapacity of Luther Martin following a stroke, 1821-22, the governor appointed Nathaniel Williams, assistant attorney general, to act as attorney general.
3 The office of attorney general was abolished by the Constitution of 1851 but was reestablished by the Constitution of 1864 (Art. 5, sec. 1).
