A. Yes, but they also expressed the view in February that we were
going to have $296 million and they turned up in May with $262
million.

Q. Did the political feasibility of getting a tax increase through the
Legislature come up at all?

A. Let me make this very clear. We're not interested in even think-
ing about a tax increase, at this particular moment. We understand
that there is a probability that the Federal government is going to
have to put a 10 percent surtax in effect. This will certainly be enough
of a burden for the taxpayers to contemplate in the immediate future.
What happens when we get the final figures with regards to a tax in-
crease will be subservient to every other possible means we can devise.
And I want to make it extremely clear at this minute that we're not
thinking of any tax increases this year.

I am shocked by this senseless action. This veneer we call civiliza-
tion is being worn thin by the acids of hate and violence in our
society. At no time in our history have we had the bitterness and
reaction that we seem to have today. It is a terrible time we're living
in. I pray that Senator Kennedy survives the difficult operation and
I extend my deepest sympathy to his family and the other victims of
this madness.
